In other words, does the listed number of lines limit the device to 9 active calls, 1 live and 8 on hold OR there can only be 9 devices maximum as a phone system network in our office?

It means you have 9 line appearances. So you have any 9 different extensions assigned to your phone, or assign them to act as a BLF key. You can most likely assign 9 lines of the same extension enabling 9 simultaneous calls.
